POSITION DESCRIPTION

SUMMARY:   Primary role of the Superintendent is to serve as the chief executive officer and primary advisor to the Board of Education. The Superintendent’s responsibility is to oversee the budget development of the educational program; and  all  other  activities  which impact the Corporation.  Provides instructional leadership to staff including: curriculum planning, review and implementation; and professional development.  Responsible for building administration and the safety and welfare of both students and staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES  Other duties may be assigned.

  • Attends and participates in all meetings of the Board and its committees, except when own employment or salary is under consideration.
  • Advises the Board of the need for new and/or revised policies and sees that all Board policies are implemented.
  • Prepare the annual operating budget recommendations and implements the Board approved budget.
  • Prepares and  submits to the Board recommendations relative to matters requiring  Board  action, places before the Board necessary and helpful facts, information, and  reports needed to insure informed decisions.
  • Informs and advise the Board about programs, practices, and problems of schools, and keeps the Board informed of activities operating under the Board’s authority
  • Recommends number and types of positions required to provide proper personnel for school system operation.
  • Secures and nominates for employment the best qualified and most competent people and evaluates personnel.
  • Assigns and transfers employees as the interest of the district may dictate, and reports such action to the Board for information and record.
  • Reports any employee case to the Board whose service is unsatisfactory and recommends appropriate action.
  • Holds meetings of teachers, administrators and other employees as necessary for discussion of matters concerning the improvement and welfare of the schools.
  • Keeps the public informed about modern educational practices, trends, and the policies, practices, and problems in the schools.
  • Delegates at own discretion to other employees any powers or the discharge of any duties with the knowledge that the delegation of power or duty does not relieve the Superintendent of final responsibility for the action taken under such delegation.
  • Keeps informed  of  modern  educational  thought  and practices by advanced  study, by visiting  school systems elsewhere, by  attending  educational conferences, and  by other appropriate means, and  keep the Board informed of trends in education.
  • Assumes leadership responsibility within the profession for the overall benefit of education in general, and the school system in particular.
  • Makes recommendations on all appropriations for sites and buildings, improvements, alterations, and changes in the buildings and equipment in the corporation.
  • Recommends to the Board for its adoption all courses of study, curriculum guides, and major changes in texts and time schedules to be used in the schools.
  • Maintains adequate records for the schools, including a system of financial accounts; business and property records; and personnel, school population, and scholastic records.
  • Makes recommendations to the Board concerning transportation of pupils in accordance with the law and safety requirements.
  • Attends or delegate a representative  to attend, all meetings  of  municipal  agencies  at  which  matters pertaining to public schools  appear on the agenda or are expected to be raised.
  • Recommends establishment or alteration of attendance boundaries for all schools in the interest of good administration of the instructional program.
  • Supervises the effective carrying out of all constitutional or statutory laws, state regulations, and Board policies.
  • Acts at own discretion if action is necessary in any matter not covered by Board policy and report such action to the Board as soon as practicable.
  • Directs teacher negotiations.
  • Represents the district in its dealings with other school systems, institutions and agencies, community organizations, and the general public.
  • Establishes and prepares meeting agendas, presents items for consideration to the Board, responds to inquiry from the Board.
  • Ensures the communication and interpretation of Board decisions and requests to staff.
  • Provides goal setting and problem solving to staff.
  • Responds to staff and community regarding questions or problems about school operations.
  • Makes weekly building visits.
  • Oversees the preparation of the annual budget .
  • Attends various organizational meetings outside district.
  • Ensures compliance with appropriate State and Federal Constitutional and statutory rules and regulations.
  • Maintains appropriate appearance.
  • Ensures own regular and prompt attendance.
  • Effectively completes regular and other job performance criteria as assigned.
  • Promotes good public relations for the school district and community.
  • Remains free of any alcohol or non-prescribed controlled substance abuse in the workplace throughout his/her employment in the Corporation.

SUPERVISORY RESPONSIBILITIES:

  • Manages subordinate supervisors who supervise employees in the Finance/Planning, Curriculum/Staff Development, Community Education, Special Education, Principals, and Personnel/Employee Relations, Athletics, Vocational Education, Student Services Departments, Transportation and Food Services Departments.
  • Is responsible for the overall direction, coordination, and evaluation of these units.
  • Carries out supervisory responsibilities in accordance with the Corporation’s policies and applicable laws.
  • Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE:

Indiana Requirements:

  • Must hold an Ed.S. degree or higher degree
  • Must have completed an approved preparation program in district level administration
  • Must hold an instructional license and have completed at least 2 years classroom teaching experience (can be P-12 or in higher education)
  • Must pass the CORE content licensure test for district-level administration

Out of State Requirements:

  • Must hold an Ed.S. degree or higher degree
  • Must have completed an approved preparation program in district administration (traditional or approved alternative program)
  • Must have completed 2 years of full time classroom teaching experience
  • Must hold a valid out of state license for district-level administration/superintendent
  • Must pass Indiana’s CORE content licensure test for district level administration

CERTIFICATES, LICENSES, REGISTRATIONS:

Certification for Superintendent, through State of Indiana Preferred
